Tom joined Harrow Council in 2005 as Head of Strategy and Performance with responsibility for performance improvement, value for money and partnership development.
He became Assistant Chief Executive in 2008 and leads the Council’s Human Resources, Partnership Performance, Customer Service, Communications and Business Transformation teams.
Tom is currently leading on the Council’s Better Deal for Residents Programme which is targeted at making a 30% saving over the next 3 years.
Prior to joining Harrow Tom was a Senior Manager in Accenture’s Strategy Consulting Practice in the Energy and Utilities Sector. There he specialized in deregulation, shareholder value maximization, performance management and shared services.
